
The Union Cabinet’s approval of the Pradhan Mantri Surya Sarovar Yojana (PM-SSY), with ₹5,070 crore in central assistance for 5,000 MW of floating solar and 10,000 MWh of co-located storage by FY2030-31, marks an important new chapter in India’s renewable-energy journey. For the solar industry, the significance of PM-SSY extends beyond the addition of 5 GW of floating solar. It creates a strong demand signal for Indian manufacturing and an opportunity to build a globally competitive domestic ecosystem around floating solar and energy storage.
The Scale
India’s floating solar base today is roughly 700 MW, against more than 160 GW of total installed solar capacity. PM-SSY could increase India’s floating solar capacity nearly eightfold through a single programme, demonstrating the scale of the opportunity.
The National Institute of Solar Energy’s assessment released in June estimates India’s floating solar potential at 102.18 GWp across 1,946 sq km, based on coverage of around 18 per cent of identified reservoir surfaces. Maharashtra accounts for 16.28 GWp, followed by Madhya Pradesh at 14.89 GWp and Karnataka at 13.69 GWp.
\Floating solar can also complement India’s broader land-efficient renewable-energy strategy. Many major reservoirs are located close to established transmission and evacuation infrastructure, providing a strong foundation for deployment. As the sector expands, continued investment in evacuation infrastructure will further unlock this potential.
Why the Storage Mandate Matters
The requirement that every PM-SSY project include at least two hours of co-located storage is particularly significant. Solar generation is growing rapidly, and the next phase of India’s energy transition will increasingly focus on delivering renewable electricity when the grid needs it.
By combining floating solar with storage from the outset, PM-SSY can support a more flexible and reliable renewable-energy system. It can also accelerate the development of domestic capabilities across batteries, power electronics, energy management systems and other storage-related technologies.
A Major Opportunity for Indian Manufacturing
We see PM-SSY as a welcome addition to India’s renewable-energy programme and an important new demand signal for domestic solar manufacturers.
Indian manufacturers are already supplying modules for floating-solar projects and have the technical capability to meet the demanding operating conditions associated with water-based installations. As deployment expands, this experience can translate into further innovation, product development and specialised manufacturing.
The domestic solar manufacturing ecosystem is simultaneously moving towards deeper integration across the value chain. Cell manufacturing capacity is expanding rapidly, while investments in ingot and wafer production are laying the foundation for a more integrated Indian supply chain. Polysilicon represents another important link, with domestic capacity expected to emerge through the PLI framework. This evolution means PM-SSY can contribute not only to additional solar deployment, but also to the broader objective of making India a competitive global manufacturing hub for solar technologies.
Floating solar requires products designed for specialised operating environments. High humidity, prolonged moisture exposure and corrosion considerations make durability particularly important. Glass-glass modules, robust encapsulation, appropriately protected junction boxes and cables, and other purpose-designed solutions can enhance reliability.
Indian manufacturers are well positioned to develop and supply such products as the market expands. The scale provided by PM-SSY can encourage further R&D, testing and product innovation specifically suited to India’s reservoirs, climate and monsoon conditions.
Building a Complete Domestic Ecosystem
The opportunity extends well beyond cells and modules. Floating structures, anchoring and mooring systems, cables, electrical equipment, monitoring systems and other balance-of-system components represent an important part of the project ecosystem.
India already has a strong engineering and manufacturing base across several of these segments. PM-SSY can provide the demand visibility required to expand these capabilities, achieve economies of scale and develop specialised products for both domestic and international markets.
A coordinated approach can therefore transform floating solar from a project category into a broader manufacturing opportunity, creating capabilities that can ultimately support India’s ambitions as a clean-energy manufacturing hub.
Getting the Framework Right
Encourage domestic manufacturing across the ecosystem
The PM-SSY guidelines should encourage domestic sourcing across cells, modules, floats, mooring systems and specialised balance-of-system components. This will create a larger manufacturing opportunity and provide greater visibility for investments across the value chain.
Establish clear technical standards
Dedicated standards for floating solar, supported by accredited domestic testing facilities, can provide developers and manufacturers with clear benchmarks for quality, reliability and safety. This will also enable Indian products to compete globally on demonstrated performance.
Promote responsible development
Floating solar should be developed in a manner that appropriately considers fisheries, communities, water management and other existing uses of reservoirs. Strong planning and clear technical guidelines can enable renewable-energy expansion while ensuring responsible utilisation of water resources.
PM-SSY is more than a 5 GW floating-solar programme. It is an opportunity to build a new segment of India’s clean-energy manufacturing ecosystem.
India already possesses a rapidly expanding solar manufacturing base, growing engineering capabilities and significant project experience. With predictable demand, clear technical standards and continued investment, PM-SSY can accelerate innovation across modules, cells, floating structures, storage and other components.
The programme can therefore help India move beyond deploying floating solar to manufacturing the technologies that make floating solar possible. Five gigawatts on water can become the foundation for a much larger Indian industry, creating domestic value, strengthening supply chains and positioning India as a competitive global hub for the next generation of renewable-energy technologies.
