India moves closer to green future with ‘EV as Service’

CESL’s ‘EV as a Service’ program aims to deploy 5,000 electric cars in government offices over two years, advancing India’s shift to clean mobility and supporting its net-zero emissions goal.

The ‘EV as a Service’ program, launched by Convergence Energy Services Limited (CESL), is a bold step toward advancing e-mobility within government offices across India. Aimed at deploying 5,000 electric cars (E-Cars) in government departments over the next two years, the initiative seeks to reduce emissions and promote clean mobility alternatives. This effort is part of a broader movement to meet India’s ambitious climate goals, including achieving net-zero emissions by 2070.

At the launch event, held at the Major Dhyan Chand National Stadium, Union Minister of Power and Housing & Urban Affairs, Manohar Lal, flagged off an electric vehicle rally that featured over 100 electric vehicles from a wide range of segments. 

These included electric bicycles, two-wheelers, three-wheelers, four-wheelers, e-tractors, e-cargo pickups, e-buses, e-trucks, and even e-mobile charging vans. The diverse range of vehicles underscored the versatility of electric mobility solutions now available in India.

“The launch of ‘EV as a Service’ follows the recent introduction of the PM E-DRIVE Scheme, a national initiative aimed at fast-tracking India’s shift to electric mobility,” said Vishal Kapoor, Managing Director and CEO of CESL. 

“At CESL, the future of transportation is electric, and by facilitating EV adoption in government fleets, we are enabling large-scale emissions reduction and enhancing energy security for India. This programme aligns stakeholders—from manufacturers and fleet operators to policymakers and users—creating a collaborative ecosystem poised for growth.”

The event was attended by senior officials from several central government ministries, including the Ministry of Power, Ministry of Heavy Industries, Ministry of Housing & Urban Affairs, and the Department of Revenue. Key representatives from electric vehicle (EV) manufacturers, think tanks, and EV enthusiasts also participated.

Kapoor went on to explain how the program is not just about adopting electric cars but is also aimed at creating an ecosystem that supports long-term sustainability. “CESL is committed to the vision of an energy-efficient, low-carbon economy, and we are leading the charge by building an infrastructure that will stand as a benchmark for sustainable mobility,” he added.

The ‘EV as a Service’ program is designed to meet the rising demand for electric vehicles within the government sector. The flexible procurement model allows government offices to choose from a variety of E-Cars, based on their operational needs. This model helps streamline the transition to electric fleets, while also supporting India’s broader environmental sustainability vision.

“This programme exemplifies CESL’s dedication to sustainable innovation and showcases its ability to address the urgent need for clean mobility solutions,” said Union Minister Manohar Lal.As part of its ongoing efforts, CESL has already deployed nearly 2,000 E-Cars across India and is facilitating the rollout of approximately 17,000 electric buses. Through such initiatives, CESL is contributing significantly to reducing carbon emissions, lessening dependence on fossil fuels, and enhancing India’s energy security. The ‘EV as a Service’ program represents a significant milestone in the country’s journey toward a more sustainable, electrified future.
