India, ADB Sign $200M loan for sustainable urban development in Uttarakhand

India and ADB signed a $200 million loan to enhance climate-resilient water, sanitation, and urban infrastructure in Uttarakhand, promoting sustainability, improved urban mobility, and inclusive services for resilient city development.

The Government of India and the Asian Development Bank (ADB) have signed a $200 million loan agreement to improve water supply, sanitation, urban mobility, and other urban services in Uttarakhand. This initiative, called the Uttarakhand Livability Improvement Project, aims to make cities more livable and sustainable, supporting India’s urban development goals as well as Uttarakhand’s efforts to enhance its urban infrastructure.

The project focuses on creating climate-resilient urban infrastructure, addressing environmental challenges like floods and landslides that pose risks to the local population’s safety and health. As part of the project, the capacity of state agencies will be strengthened in project management, disaster planning, local revenue generation, and gender inclusion, essential for long-term sustainability.

In Haldwani, a key economic center, the project will enhance transportation infrastructure with 16 km of climate-resilient roads, an intelligent traffic management system, and clean urban mobility options such as compressed natural gas (CNG) and electric buses. Additionally, 36 km of stormwater and roadside drainage systems will be installed to manage flood risks, alongside an early warning system for disaster preparedness. Sustainable urban planning is emphasised through the construction of a green-certified administrative complex and bus terminal, promoting environmental and public health.

The project’s water supply improvements target four cities: Champawat, Kichha, Kotdwar, and Vikasnagar. Climate-resilient infrastructure will be developed, including 1,024 km of pipelines with smart water meters, 26 tubewells, new reservoirs, and a water treatment plant with a capacity of 3.5 million liters per day. This will ensure 100% coverage of safe water supply in these cities. Additionally, sanitation infrastructure in Vikasnagar will be upgraded, with sewage treatment facilities benefiting around 2,000 households, thereby improving public health and reducing pollution.

The project integrates social sustainability by empowering women through skill training in areas like bus driving, ticketing, and electric charging station operations. Recognising women’s vital role in managing water supply systems, the project will build the capacities of women, including those from vulnerable households, in water and sanitation services management.

The project is co-financed by the European Investment Bank with an additional $191 million, reinforcing its commitment to resilient and inclusive urban development in Uttarakhand. This comprehensive approach not only supports economic growth but also ensures that Uttarakhand’s urban areas are equipped for sustainable living, climate resilience, and equitable access to essential services for all residents.
